Ecuador has maintained, since its constitution as a Republic, a colonial tradition of recognition of local governments. However, if the Ecuadorian State, according to the new constitution, tends towards decentralization, seeking to promote equitable and supportive development throughout the territory through the strengthening of the autonomy process, it is relevant to reflect on the role of the State and the challenge of decentralization in the new constitutional framework, and in a context of globalization that requires broader perspectives and clear rules of the game.
