Abstract

The urban planning of cities throughout history has sought to find a balance between the environment and the built environment, between society and its economy. However, sufficient results have not been achieved to reduce to date the gap in inequality, especially in Latin American countries like Ecuador and Mexico; The New Urban Agenda is a document that guides the efforts in the urban development of cities and establishes principles for planning, construction, development, management and improvement of urban areas, in search of social inclusion and elimination of poverty; However, in recent years, difficulties persist in its application within the countries of Ecuador and Mexico, this article assesses the legal framework in both countries and its relationship with NAU and ODS (Objectives of Sustainable Development) and analyzes the hierarchy of the different levels of government. Different levels of government are faced with the arduous task of complying with the New Urban Agent and ODS during their management, to this end, they must, based on each territorial reality, adequately align legal framework, institutional framework, political will and urban development planning system.
